The Oliver 1655 is equipped with one of two engines: a 4.6 L (283.0 cu·in) six-cylinder diesel engine or a 4.3 L (265.0 cu·in) six-cylinder gasoline engine and one of two transmissions: a partial power shift transmission with 18 forward and 6 reverse gears and dry disc clutch or a helical gear transmission with 6 forward and 2 reverse gears and dry disc clutch.
The tractor could be equipped with the following engines:
- Waukesha-Oliver. It is a 4.6 L, 4,637 cm2, (283.0 cu·in) six-cylinder natural aspirated diesel engine with 98.0 mm (3.86 in) of the cylinder bore and 102.0 mm (4.02 in) of the piston stroke. The compression ratio rating is 16.5:1. This engine produced 71.0 PS (52.2 kW; 70.0 HP) at 2,200 rpm of PTO output power.
- Waukesha-Oliver. It is a 4.3 L, 4,342 cm2, (265.0 cu·in) six-cylinder natural aspirated gasoline engine. The cylinder bore is 95.0 mm (3.74 in) and the piston stroke is 102.0 mm (4.02 in). The compression ratio rating is 8.5:1. This engine produced 71.0 PS (52.2 kW; 70.0 HP) at 2,200 rpm of PTO output power.
The Oliver 1655 is equipped with power steering, disc brakes, an open operator station or cab (optional) and 104.1 liters (27.5 US gal.; 22.9 Imp. gal) fuel tank.
